Solicitations and Responses

Solicitations and Responses

Respond to RFQs and RFPs right in ASSIST. The ASSIST Solicitation functionality allows GSA to post opportunities to prospective contractors in the same system where the Awards will be issued. And it allows you to submit responses (both quotes and proposals) in a more streamlined manner.


Replacing ITSS ‘RFQ’ and ‘QUOTE’

Prior opportunities posted through ITSS will now be available inside ASSIST’s Solicitation module. This allows for the Regional Offices and the National Office (FEDSIM) to post Solicitations in a common location.

GSA GWACs, MACs, and Local BPAs, BOAs, and IDCs

Competitions conducted inside ASSIST can satisfy fair-opportunity for each of the GSA GWACs (such as Alliant), MACs (such as OASIS), and provides a location to source individual indefinite-delivery vehicles (IDVs) established by the contracting offices using ASSIST (both single-award and multiple-award IDVs).

Email Notifications and Action Items

When a Solicitation posting is OPEN or an Amendment is issued, your registered users will receive email notices and action items indicating that you may navigate to the Solicitation to view the most recent amendment and submit (or revise) your Response.

Line Item Details on each Response

To promote compliance with the FAR each Solicitation will be posted with a detailed Line Item table. Responses will require costs/pricing be submitted at this finer level of granularity.

Bilateral signatures, modifications, invoices, collaborations - everything you need to work with GSA throughout the lifecycle of administering the Award. All in one place.


Bilateral Signatures

Upon selection for Award, GSA may request electronic bilateral signature on the Original Award and Modifications prior to the Contracting Officer’s countersignature. Enhancements have been implemented allowing updates to the original Award, as well as automatic notification of these changes. A Contractor user’s ability to sign on behalf of their respective company is controlled in their Registration profile.

Award and Modifications

All modifications executed (including Mod 0 for the Original Award) will be available for display in a user-friendly Summary table, including meaningful descriptive titles, to facilitate search and navigation.

Contractor Point of Contact and Alternates

Identify the representatives from your company providing support to the Award. Create a team by naming the Point of Contact (POC) and as many Alternates as necessary. And feel free to make changes to the team’s composition to expand access to the record.

Invoices

Even greater control, specificity, and ease of use has been implemented through recent enhancements. Submit invoices directly to ASSIST. Attach all relevant supporting documentation. And receive notifications as GSA reviews and processes for payment.

Collaborations

Reports, Deliverables, Consents to Purchase, Requests to Initiate Purchase, Resume Acceptances, Releases of Claims and more. Throughout contract administration there are many opportunities for collaboration between GSA, the Client and the Contractor. Leverage the Collaborations feature to streamline the delivery of contract administration artifacts to the Contracting Officer and team.

ASSIST boasts a redesigned Help Repository with improved search and segmentation capacity, as well as an entirely new inventory of help and training resources. An enhanced search capability was added to make finding information an effortless process. Easily locate workflow overview documents, step by step resources, tutorial videos, training webinar recordings, and training user guides with a click of a button.
